 The City of Manhattan Beach wants its residents to have access to the most up-to-date and accurate information possible. Our Just the Facts page is designed to offer factual information on City issues and respond to potential misinformation.

The City of Manhattan Beach prioritizes transparency and believes that its citizens deserve to have all the facts.

red X Exer Urgent Care is just like an emergency room. It will have a significant and negative impact on the nearby residential neighborhood. It also requires a Conditional Use Permit in order to be approved.

As of 10/25/2016, no permits have been issued for the site. In the coming weeks, permits may be issued for interior and exterior repair work, and, provided that all City requirements have been met, building permits for construction may be issued. The proposed plans are available for review at City Hall in Community Development. Those interested may view those plans at the Community Development counter during regular business hours.

Exer Urgent Care is for urgent medical situations, not for emergency situations. It is not a hospital emergency room (ER).

Urgent care is categorized as medical office use and is permitted in the Commercial General (CG) Zone (which is where the site is located), so no public notice to the neighborhood or hearing is required. It does not require a Conditional Use Permit. A pre-construction meeting with the City’s Residential Construction Officer was held on October 17, 2016 to inform nearby residents of the project and respond to questions. Four residents attended that meeting. There are two existing Urgent Care facilities in Manhattan Beach, one on Sepulveda Boulevard and one on Manhattan Beach Boulevard, both which back up to residential. The proposed use at 3215 N. Sepulveda is classified as a medical office and would be similar to these other facilities.

Exer Urgent Care provides a number of services, including stitches, x-rays and setting minor broken bones. Because of these on-site services, the transfer rate from Exer to a hospital ER is lower than typical urgent cares and only occurs about one time a week, based on information from other facilities in Los Angeles. Often they are able to handle situations on site, instead of requiring an ambulance hospital transfer. If a customer arrives at the Urgent Care with a life-threatening emergency, such as a heart attack, an ambulance will be called to transport them off-site to the ER for proper treatment. Patients will not arrive at Exer via an ambulance. 

Exer Urgent Care has a number of locations throughout the Los Angeles area, and the most recent facility opened in Redondo Beach on Pacific Coast Highway in November. Their facilities are open 9 AM to 9 PM, seven days a week and typically handle 40-45 customers per day, though they have the capacity for up to 80 customers per day. Like all of the Exer sites, the proposed Manhattan Beach facility will have an on-site lab and pharmacy. The pharmacy and lab will only be available to Exer Urgent Care customers.

The project will need to meet all necessary City requirements in order to proceed. It will address these considerations, as well as others not mentioned here:

  • Parking
  • Lighting
  • Vehicular ingress and egress
  • Disabled access, including improvements to the sidewalks surrounding the site
  • Landscaping
  • Exterior facade

red X The large pine tree at 1604 Pine Avenue in Manhattan Beach was cut down without proper investigation or consideration of alternatives.

Green check As part of the City’s regular evaluation process for new development, the very large, old pine tree on private property at 1604 Pine Avenue in Manhattan Beach was inspected by the City's Urban Forester, Ernest Area. On July 14, 2016, Mr. Area conducted a cursory inspection to assess the state of the tree and determine how best to preserve the tree while still accommodating new development, and at that time Bark Beetle activity (PDF) was identified. The property owners were directed by the City to have their own licensed arborist provide a comprehensive report on the tree for the City’s review.

The property owners’ arborist submitted a report on 7/26/2016 that confirmed the Bark Beetle activity (PDF) in the tree, as well as dead foliage and internal wood decay. The report recommended that the tree be removed as soon as possible to avoid potential damage to property and personal injury.

The City's Urban Forester agreed with the arborist’s report and approved the request to remove the tree. It was also noted that the tree's limbs extended over the City right-of-way, including the street and parking areas and over the roof of a neighbor, posing a possible public safety hazard. The Manhattan Beach Municipal Code 07.32.070 defines trees that are a public safety issue as a public nuisance and indicates that they need to be removed as soon as possible.

A condition of the removal is that a 60" box tree (a very large specimen tree) be planted to replace the one that was removed.

red X  Gelson's Market has submitted a proposal to the City for the site on Sepulveda Boulevard between 6th and 8th Streets. The proposal has been approved and construction work has already started.

Green check   UPDATE 8/24/2016: The City is currently reviewing a Use Permit application to re-purpose a vacant automotive dealership/repair facility at 707 North Sepulveda Boulevard into a food and beverage market with a secondary commercial building. A public environmental review period occurred between July 21, 2016, and August 22, 2016. A Planning Commission public hearing will be scheduled.

UPDATE 1/15/2016: The developers for Gelson's Market resubmitted a proposal on December 7, 2015 that is currently under review. The resubmitted material is available for review at the Community Development counter any time during regular business hours.

BACKGROUND: Gelson's Market submitted a proposal dated April 14th, 2015 to the City for the site on Sepulveda Boulevard between 6th and 8th Streets. However, City staff is requiring additional information before the proposal can be deemed complete and scheduled for a noticed public hearing with the Planning Commission. Information and revisions requested include: traffic, parking and other environmental studies. A separate bank building is also proposed on the site, and a single lot north of 8th Street is proposed for additional project parking. The level of environmental review required for the project cannot be determined by the City until all of the complete project information and studies are submitted and reviewed.

The Paragon Commercial Group (click here to find more information about this organization) is the developer for the Gelson's Market proposal. They have an informational website at www.gelsonsmb.com. The Manhattan Beach Residents Association hosted an informational meeting on October 21, 2015 with the Paragon Commercial Group and concerned residents. A recording of that meeting can be found here.

The site is currently being used for interim storage purposes by parties unrelated to the project.
